Taking place five months after the events of Season 4, Queen is distracted from his new duties as mayor by continuing as a vigilante alone. He is encouraged by Felicity to build a new team from a number of new, amateur vigilantes appearing in Star City, like Rene Ramirez,[101] as his old team has gone their separate ways. A new criminal crew appears, headed by Tobias Church, and kidnaps the mayor in a bid to draw out and kill the Green Arrow, thereby taking over the city. He is rescued by Speedy, but when she sees that Queen is willing to kill opponents, quits permanently. Church escapes capture by Green Arrow and several police, but unites all of the organized crime under him. Queen finally agrees to begin building a new team, and includes Curtis at his request. In the epilogue, a mysterious hooded figure in black attacks a policeman. In a flashback, Queen encounters his old friend Anatoli in Russia. Anatoli agrees to help him kill Kovar, the tyrant running Taiana's village, by initiating him to the Bratva so Oliver can get close to Kovar.
